Animal by-product categories 1, 2 and 3

The EU's risk classes for animal material not intended for human consumption, set by Regulation (EC) No 1069/2009. Category 1 is the highest risk, such as material linked to transmissible spongiform encephalopathies; Category 2 includes fallen stock and manure; Category 3 is low-risk material from healthy animals. Categories 1 and 2 are barred from feed and mostly burned for energy, so using them displaces little; Category 3 fats compete in feed, pet food and oleochemicals, and palm is their likely substitute.
